STANDING RULES

SECTION 1 - Membership and Dues

SECTION 1. (a) A prospective member must attend three events, one of which is a general membership meeting, before membership will be accepted in the Association.

SECTION 1.(b)
(1) The initial cost of membership shall be as follows:
$58.00 - Membership fee which will be prorated monthly based on join date
$20.00 - This fee covers the cost of a plaque and name badge
$35.00 - NCCC dues for the year, this amount cannot be prorated.
New NCCC memberships after September 1st will be applied in full to the following year. If a new member joins the Association and belongs to NCCC and is willing to transfer his NCCC membership to this Association, the fee will not be added to his dues. If your spouse joins the Association, their cost for NCCC will be $10.00.

(2) The renewal fee shall be as follows:
$58.00 - Yearly membership dues
$25.00 - NCCC renewal fee. This fee will be $10.00 for your spouse
$83.00 - Total

SECTION 1.(c) Dues statements will be distributed by September 1st of each year and are to be paid by October
15th of that year. If dues are not paid by October 15th, a fifteen dollar $15.00 late fee will be charged to cover the late fee NCCC levies for late annual registration. Membership will terminate if dues are not received by December 31st of that year.

SECTION 1.(d) New membership fees collected will be given to the Membership Chairperson along with required
documentation. The Membership Chairperson will retain the documentation. The membership fees will be given to the Treasurer as soon as possible. Annual renewal fees will be given/mailed to the Treasurer by the due date.

SECTION 1.(e) Membership Chairperson is responsible for a quarterly membership roster.

SECTION 2 - General Membership Meeting Date and Time

SECTION 2.(a) General membership meetings will be held the second Thursday of each month beginning at 7:30 p.m. The second Thursday will be the prefered day each month. If the meeting cannot happen on that Thursday, an alternate day maybe used.

SECTION 3 - Treasury

SECTION 3 (a) All checks issued from the Association main account will require two signatures: the President or Vice-President and Treasurer. The President and Secretary will be authorized signers on the reserve account. However, the Treasurer will maintain control of both checking account stocks. The Treasurer will fill out the check and stub for the reserve account to maintain that control and will obtain the signatures of authorized signers on the reserve account.

SECTION 3.(b) The Executive Board may make expenditures, including gifts and contributions on behalf of the Association, of $150 or less without the approval of membership for non-budgeted items or services. All expenses over $150 for non-budgeted items or services shall require a majority vote of a quorum of the members present at the General Membership meeting.

SECTION 3.(c) Specific line items to be identified on the budget shall include, but are not limited to: income from dues, events, Newsvetter advertising, store sales, raffles and miscellaneous revenue, and expenses for the Newsvetter, telephone, NCCC dues, membership packages, events, store, postage and miscellaneous expenses. Other specific sources of revenue and expenditures which are outside of routine Association practices, including equipment purchases, shall be identified separately. See article 9 section 4 of the By-laws for the Treasurer's responsibility in collecting monies as noted above.

SECTION 3. (d) All charitable donations need to be approved by the Executive Board prior to any donations being made or suggested to the membership.

SECTION 4 - Events

SECTION 4.(a) NCCC sanctioned events require a minimum of 45 days prior notice to the Events Chairperson and the Executive Board and NCCC.

SECTION 4.(b) NCCC non-sanctioned events require a minimum of 30 days prior notice to the Events Chairperson and the Executive Board.

SECTION 4.(c) A "Release and Waiver of Liability and Indemnity Agreement" declaration will be signed by all participants and guests in all LVCA sanctioned events and activities.

SECTION 4.(d) Only events that are approved by the Executive Board will be used for determining year-end awards for participation.

SECTION 4.(e) The Chairperson of each event is responsible for the return of any club property.

SECTION 4.(f) Procedures that must be followed for Event Planning include:
(1) Contact Events Coordinator to secure a tentative date on the Events Calendar for your event and
present your event to the Executive Board for approval.
(2) Executive Board presentation should include an event flyer, proposed budget, list of club equipment
needed and request for NCCC sanctioning (if event requires NCCC sanctioning).
(3) After event approval, complete event packet and submit approved event flyer to the Newsvetter Editor
and Webmaster for posting.
(4) Prepare an event sign-up sheet and collect event fees. All checks are to be made out to LVCA and
submitted to the LVCA Treasurer.
(5) You must obtain the signatures of all attendees on the provided NCCC insurance liability release form.
(6) At a Community Service event, you must have a separate sign-in sheet or a list of names to turn in to
the Community Service Chairperson.
(7) After the event, you must return all forms to the Events Coordinator.
(8) Submit an event article and photos to the Newsvetter Editor.
(9) Return club's property and keys used for your event.

SECTION 4.(g) The Chairperson of an event must propose any charity donation at the time of the approval by the Executive Board. Only Executive Board approved events shall raise funds and/or collect items for donations on behalf of LVCA.

SECTION 4.(h) When LVCA is participating in a sanctioned event that has members of the public present and/or with other organizations, the event chairperson shall inform members to wear the Americana Club Polo or T-Shirt.

SECTION 4.(i) No LVCA Event shall have an Open Bar.

SECTION 5 - Committees

SECTION 5.(a) In conformance with the By-laws, the following chairperson and committees will be appointed by the President on an as-needed basis: Racer's Edge, Community Service, Storekeeper, Communication, Archives, NCM Ambassador, Mossyback Chairman, Sunshine, Sponsor Liaison, Corvette Roulette Chair, Finance, T-shirt selection, Association equipment handler, By-laws, audit and nominating committee which will consist of three (3) members.

SECTION 5.(b) Community service points for eligibility toward community service year-end awards will be assigned to events at the discretion of the Executive Board. Point value of Homecoming participation is 1 point. Total number of Community Service points for recognition is 5 per year. The Chairperson will earn 1 (one) additional point for organizing the community service event.

SECTION 5.(c) All purchases of wearing apparel and other items as determined by the Executive Board must be paid for in full when the order is placed with the club store.

SECTION 6 - LVCA Sponsor

SECTION 6. Current sponsor(s) for the Las Vegas Corvettes Association will be determined by the Executive Board and approved by the general membership. LVCA sponsor(s) shall be reviewed and reconfirmed annually by the current Executive Board with changes made as needed for approval by membership for continuance.

SECTION 7 - Miscellaneous

SECTION 7.(a) All club property shall be maintained in club storage for club use except for items presently listed on the "Sign Out" sheet.

SECTION 7.(b) Copies of previous years filed and completed audit and tax records must be turned over to the Archive Committee no later than March 1st each year.

SECTION 7.(c) Member(s), to be eligible to purchase raffle tickets or items from the LVCA store at the Las Vegas Corvettes Association monthly general membership meeting, must either wear their name badge or present a current membership card.

SECTION 7. (d) Internet Presence. All applications/social media will be administered by a minimum of three (3) members of the E-board, one of whom shall be a voting member. Administrators must have the ability to add or remove participants in each application, including the removal of existing administrators. Administrators will also maintain participation in each application as agreed upon when the application was chosen to be pursued. The administrators are charged with monitoring the application to maintain the decorum expected by the LVCA Code of Conduct. Such monitoring may lead to the removal of posts that are reasonably deemed offensive or otherwise undesirable.
