Committee Reports: By-Laws Committee member Frank G. reported on the proposed change to Article 15 (all sections) regarding the bank accounts of the Association. How they are to be maintained, the purpose of each account and how the membership authorizes the funds to be used are explained in the change. Passage of this proposal will require the maintenance of two accounts: our normal checking account and a reserve account for emergency needs. A 2/3 majority at the meeting will be needed to vote on what the emergency is. The reserve account is not to be used for shortages in the checking account and 75% of the Association's total expense portion of the annual operating budget will need to be maintained in the reserve account. Any expenditure out of that account will require approval from the Executive board and the membership. The proposal also addresses the funding of the reserve account.
